10. Minato Namikaze

Konoha's Fourth Hokage earned a flee-on-sight order in the Third Great Ninja War, and Shippuden shows why. His Flying Raijin teleportation makes him functionally unhittable, he fought the masked Obito AND a rampaging Nine-Tails in a single night — while sealing half of Kurama into himself — and his Edo Tensei revival casually kept pace with the war's biggest hitters. Speed isn't everything. Except when it's Minato's speed.

9. Itachi Uchiha

Terminally ill, half-blind, and deliberately holding back for an entire series — and still nearly untouchable. Tsukuyomi rewrites your mind in a second, Amaterasu never stops burning, and his Susanoo carries the Totsuka Blade and Yata Mirror, a combination with no recorded counter. He dismantled Orochimaru in seconds and broke the unbreakable Edo Tensei from inside. Sick Itachi ranks ninth. A healthy one haunts the top five.

8. Pain (Nagato)

One Shinra Tensei erased the entire Hidden Leaf Village from the map. Nagato's Rinnegan gave him six bodies with shared vision, gravity manipulation, soul-ripping, and a jutsu that pulls a moon-sized boulder out of the sky. He killed Jiraiya — a Sannin — and pushed Sage Mode Naruto to his absolute limit. The first true glimpse of god-tier power in Shippuden.

7. Might Guy

A man with no ninjutsu and no genjutsu kicked the strongest Uchiha who ever lived so hard he bent space. With all Eight Inner Gates open, Guy's Night Guy attack left Ten-Tails Jinchuriki Madara — the man dominating the entire Allied Shinobi Forces — one step from death, and Madara himself declared Guy the strongest taijutsu user he'd ever faced. It cost Guy his leg and nearly his life. Worth it.

6. Hashirama Senju

The First Hokage was the measuring stick for a century. His Wood Release spawns forests mid-battle, his Sage Mode statue trades blows with a Kurama-armored Susanoo, and at the Valley of the End he beat prime Madara WITH the Nine-Tails on Madara's side. Half the villains in Shippuden are powered by stolen Hashirama cells. That's not a legacy — that's a warning label.

5. Obito Uchiha

Kamui makes him a ghost: attacks pass straight through while he warps anything he touches into another dimension. As Tobi he puppeteered the entire Fourth Great Ninja War into existence; as the Ten-Tails Jinchuriki he shrugged off senjutsu, deleted the Allied HQ, and forced Naruto, Sasuke, Minato, and Kakashi to fight as one just to slow him down. The war's architect, and very nearly its winner.

4. Sasuke Uchiha

The complete package: Eternal Mangekyo Sharingan, a Rinnegan with instant Amenotejikara swaps, Indra's Arrow, and a Susanoo that caught the shadow of the moon. He helped seal Kaguya herself, then fought Six Paths Naruto to a mutual knockout — with one arm gone. The only reason he isn't top three is the guy he grew up chasing.

3. Naruto Uzumaki

By the war's end Naruto carries Six Paths Sage Mode, chakra from all nine tailed beasts, truth-seeking orbs, and enough raw stamina to spam thousand-clone armies while everyone else is running on fumes. He healed Guy back from the literal brink of death with a touch, matched Madara, sealed Kaguya, and STILL had enough left to go one last round with Sasuke. The number one knuckle-headed ninja, second to almost no one.

2. Madara Uchiha

Revived, restored, and then upgraded into the Ten-Tails Jinchuriki, Madara made the entire Fourth Great Ninja War look like a warm-up. He tanked Night Guy, blinded the world with Infinite Tsukuyomi, fought the tailed beasts simultaneously, and ran the battlefield with invisible Limbo clones. He didn't lose the war — he won it, and was only undone by Black Zetsu's betrayal from within. Wake up to reality: nothing ever goes as planned.

1. Kaguya Otsutsuki

The origin of chakra itself. Kaguya hops between personal dimensions, rewrites the battlefield from lava sea to gravity prison at will, absorbs any jutsu, and her All-Killing Ash Bones erase whatever they touch from existence. Madara at full power was absorbed like a rounding error. It took Naruto, Sasuke, Sakura, Kakashi, and Obito's sacrifice — executing a sealing plan handed down by the Sage of Six Paths himself — just to put her back in the box. No contest. Only a countdown.
